Dubai’s Five-Year Internal Roads Plan: A Leap Towards Enhanced Infrastructure and Growth

In a significant stride towards improving urban connectivity and infrastructure, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE, and Ruler of Dubai, has approved an ambitious five-year internal roads plan for 2025-2029. This comprehensive initiative encompasses 21 projects across 12 residential, commercial, and industrial zones, laying out 634 km of new roads with a substantial investment of AED 3.7 billion. The plan is a testament to His Highness’s commitment to fostering sustainable urban growth and enhancing the quality of life for Dubai’s residents.

Focus on Key Areas
According to His Excellency Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors at the Roads and Transport Authority (RTA), the five-year plan targets areas with urbanisation levels ranging from 30% to 80%. In 2025, key projects include the development of internal roads in Nad El Sheba 3 and Al Amardi to support the Mohammed bin Rashid Housing Establishment’s initiative of 482 housing units. Additionally, new roads will be laid in Hatta, accommodating another Mohammed bin Rashid Housing project with 100 units.
The year 2026 will witness the construction of 92 km of internal roads in Nadd Hessa and Al Awir 1. Progressing into 2027, plans include 45 km of road development in Al Athbah, Mushrif, and Hatta, supplemented by 14 km in Warsan 3’s industrial zone.
The Largest Projects and Future Goals
In 2028, the plan will see one of its largest undertakings: the construction of 284 km of roads across Al Awir 1, Wadi Al Amardi, and Hind 3. This includes an impressive 221 km in Al Awir 1, 22 km in Wadi Al Amardi, and 41 km in Hind 3. By 2029, the momentum continues with 200 km of new roads set for Hind 4 and Al Yalayis 5, comprising 39 km and 161 km, respectively.
Achievements to Date
The RTA’s commitment to enhancing accessibility and connectivity is evident in its track record. By the end of 2023, Dubai’s internal road network spanned an impressive 6000 km. Since 2011, the RTA has paved roads across 28 residential and industrial districts. Recent projects in 2023 and 2024 added 83 km of roads across 17 locations, including Al Warqa 4, Al Qusais Industrial, Margham, Lehbab, Al Lisaili, and various parts of Hatta (Suhaila, Saeir, and Al Salami).
Ongoing construction efforts continue in strategic areas such as Jebel Ali Industrial, Nazwa, the Tolerance District in Al Khawaneej 2, Al Warqa, Nad Al Sheba 1, and Al Awir. These projects reflect Dubai’s forward-thinking approach, designed to keep pace with rapid urban development and population growth while ensuring smoother and safer commutes for residents and visitors alike.
